This issue occurs if you have special characters (?, /, $, #, %, &) in any field on your Profile. To resolve this please go through below link.

If you are still getting then CC AAM( Application manager) lists Applications as "Up to Date" when not installed. In order to resolve that please go through the troubleshooting step mention in the link.

As I mention( Share the link) that if you are getting before signin in CCDA. Uninstall the application if fail to uninstall from Control panel then use Adobe CC cleaner tool for force uninstall link: Use the Creative Cloud Cleaner Tool to solve installation problems ( I suggest to use Clean all option if there is no Adobe application in your system/ Or along with uninstalling use Fix host file option to fix the host file of your system).Then please go through below steps:

This is not related to my Adobe profile since I haven't even logged in to my profile on the fresh Win 10 computer.
There are no previous CC applications on that machine since I just wiped it clean.
