I am about to sign up for Creative Cloud for my daughter, but her Mac is on 10.6.8, snow leopard.  Can she still use the Creative Cloud apps?

She can still use subscription apps ,only those which are compatible with Mac OS X 10.6.8

As the Adobe Creative Cloud app is compatible only with Mac OS X 10.,7 and above version .

As an alternative , you can use Adobe Application Manager and Sign in to same and install available compatible version which is included with the subscription .

Most the apps will be CS 6 version , few CC 2013 apps are also compatible with Mac OS X 10.6.8 like Illustrator , Indesign ,..etc

Adobe application manager :

You can see that Illustrator cc and Indesign cc is compatible,For Photoshop you can install only CS 6 version .

The CC subscription includes , CS 6 , CC , CC 2014 and CC 2015 . You can install as per your choice or system's compatibility.

Photoshop CC (the first version, not 2014 or 2015) can be installed on Snow Leopard 10.6.8. Although the Adobe website indicates you need 10.7 or higher, I just learned from a chat support tech that it is compatible and I just installed it successfully. I am sorry it is not completely compatible , but you know sometimes there are always possibilities to run Apps even in adequate environment with limited functionalities.

Even I had tried few of games , even though the System Req was not met properly, still the game was running smooth except for few levels where there was high graphics like explosions, water splashes and all, it was hanging as the Video card was unable to render the display properly.

Yep, but I checked the link you had provided and see that only very few features are listed as incompatible , it is manageable .
