CC installed as 32bit on Windows 10 64bit. Why?

CC installed as 32bit on Windows 10 64bit. I don't know why.

Before on Win8 everything works right and fast. Now Photoshop, AI etc. work so much slower (my laptop has 16GB RAM, SSD disc, so there souldn't be any problems like that)

There is no 32 bit version of Photoshop CC 2019. The last 32 bit version was CC 2018.

What makes you say CC installed as 32 bit, and what version do you have, of which 32-bit apps? 32-bit wouldn’t be slower anyway.

Creative Cloud Desktop, Photoshop and Illustrator are 32-bit.
Creative Cloud 2019, v 4.8.2.476

Some apps are still 32 bit only. Some are both. If your computer is 64 bit, the 64 bit version of the app will be installed.

PS CC 2019 is 64 bit only.
