Last week I had corrupted Windows 10 boot files and the only way I could get back up was to boot into another drive that had Windows 7 and do a Windows 10 upgrade. As expected, today CC told me it needed to update all my CC desktop applications and after clicking on Update All it started installing CC 2017 AND updating CC 2015 applications. I stopped this after Photoshop CC 2017 installed. How do I get this straightened out without ending up wasting a ton of time? I have work that needs to be done using these applications.
Yes Gened14330072 I would recommend it. It sounds like the applications were some how transferred to this partition. As part of the install process, for Creative Cloud, the latest updates are fetched and applied. The fact that you are being prompted to apply updates seems to indicate that process did not occur.
Completing the following steps will put in a good position to install and use the Creative Cloud apps on the new installation of Windows 10 Gened14330072:

Gened14330072 I am sorry that you have been facing difficulties with your installation of Windows 10. What drive letter did you end up designating for the new installation of Windows 10? Where is Photoshop CC 2017 currently installed Gened14330072?

Gened14330072 is the previous installation of Windows available or is the volume completely disconnected?
You mentioned you are being prompted to update the installed Adobe Creative Cloud applications. Did you use the process listed in Learn how to download your Adobe Creative Cloud apps to download and install the CC 2017 and CC 2015 applications on this drive Gened14330072?

The old Win 10 drive is still installed, but most of the files are missing. I am planning on reformatting the drive for additional storage. A physical removal of that drive would require pulling my laptop apart. I can unmount it in Windows management if necessary.

The Creative Cloud application did a pop-up on my desktop saying my apps needed updates so I clicked on update all in the Creative Cloud app. I'm assuming at this point I'll most likely have to download the Adobe Uninstall tool and then reinstall from scratch?

The CC Cleaner Tool is designed to be used in conjunction with the uninstaller. It should help clear any outstanding problems which the uninstallers may not be able to address.
Once the software is removed you can then use Adobe Creative Cloud desktop application to reinstall the Adobe applications you are planning to actively use.
