I have the same problem... Libraries not working anymore with a message saying I need to update the creative cloud app. I already have the latest version of the CC app. Tried the different steps to repare the libraries but none of them fixed this problem.

Tried that. Logged out of CC desktop app (win 10). Rebooted... logged in. everyting looks fine in the CC desktop app (fonts and files are synced), but the library panel in all the apps still say the same message (update your cc desktop app)

My CC desktop app's version is 4.5.0.331

It all started with a message this morning that something went wrong with the CC desktop app and I had to click on 'repare' to fix it.

Then it installed the desktop app and everything worked (except the libraries)

Now all works correctly.
