Create cloud completely stuck on 'Updating creative cloud'

I ran through all the debig sets on this I could.  I deleted the oobe directory, I uninstalled the app, I logged out and logged back in.  Tried to log in with different users.  It is still completely and totally stuck.  I have no idea how to get past this point?

Follow below steps :

Step 1)

Navigate to Applications>Utiliites.

Locate Adobe Creative Cloud and Adobe Application Manager folder under Utilities window and trash both folders.

Step 2)

Click on the below link and download & run Adobe Cleaner tool :

If present Select the option "Adobe Application Manager or Adobe Creative Cloud " and then click on "Clean up Selected" .

Step 3):

1) Right click on Finder icon and  select "Go-To Folder" option.
  2) You will get a text box, type-in below command and then hit 'Return' key.

/library

It will open System Library folder.

3)Then navigate to Application Support>Adobe>OOBE.

Rename OOBE folder to OOBE-old.

Step 4):

Download Adobe Application Manager and install the same and then try to launch , it shud start update process and shud get updated to updated version Adobe Creative Cloud app.

Mac and yes the os is up to date.  Just uninstalled, deleted the entire adobe directory and restarted, still stuck in updating.  Are there logs or something that could give some idea of what it is doing?  It just says Updating creative cloud, no progress marker or anything either.
