I had directly suggested for clean re-installation in the troubleshooting process mentioned in above link , because the Creative Cloud was already uninstalled and reinstalled once.

Hi,
Please close all the conflicting Adobe process from activity monitor, Please refer to this link for that: Close conflicting processes or applications interfering with Adobe Creative Cloud app update or inst... .
Close the following listed processes and then restart the computer:
1.Creative Cloud
2.Core sync & Core sync Helper
3.CC library & CCX processes
4.Adobe Desktop Common
5.Adobe Update daemon
6.Adobe IPC Broker
7.Adobe application manager.
If quitting the conflicting process does not help then uninstall the creative cloud from Adobe Creative Cloud desktop application uninstaller utility and reinstall it form Creative Cloud desktop app.
Regards
Shilpa

Before you restart Creative Cloud.exe, you must also delete the entire content of "C:\Users\Username\AppData\Local\Adobe\OOBE".
I hope this helps you!

Yep. Make sure to end all Adobe related processes running in Task Manager.
If you are using Windows 7 PC , make sure to click on the option " Show Processes from all users " .
In Windows 10 , click on More Details and then check under Details tab.
Steps to locate OOBE folder .
Press Windows button (located between Ctrl and Alt buttons) along with R button together at a time , you will get a run command window.
Type in below command and hit 'Enter' key.
Appdata
It will open Appdata folder.
Then navigate to Local>Adobe>OOBE. Open OOBE folder and delete all contents inside.

Hi,
I don't know if there is any automatic update on the CC during this week-end but everything is allright now. I can see the Apps as usual.
I haven't make any modification you told me (OOBE etc...) because I've already done theses 3 days ago without any results except when I install again CC it put my cloud folder in "Creative Cloud Files (archived) (1)" and create a new folder "Creative Cloud Files" and then I have to synchronize the 42Go of datas included in my CC cloud.
Hope this bug won't come anymore, the important is that everything is allright now.
