Creative Cloud App (Windows) broken, cannot repair nor uninstall

For a few days now, every time I start my system (Windows 10 Pro 1909) the Creative Cloud App pops up a message that it needs to be repaired. After the repair, a defunct CC window pops up displaying only a header line and a spinner. The application can only be terminated via Task Manager.

 

I tried reinstalling the application, which did not change anything.

 

I cannot uninstall the app either because I have products installed that depend on it (PS and LR) which I cannot uninstall because, guess what, the CC App is supposed to do that.

 

So effectively I am now in a situation where I cannot update my applications, cannot uninstall obviously broken software, and every time I start my system it comes up with a nagging dialogue telling me it's broken.

Seems like the problem was on my end after all. Last night I reinstalled graphics drivers (new shiny Radeon RX5700, originally had just plugged it in and kept the old driver installation), and today the CC App starts again.

 

Something in the app still seems to use D3D9, since games using newer graphics APIs like D3D10+, OGL, or Vulkan were running, but older ones weren't and even dxdiag failed to run through. Funnily enough, LR and PS were still running and so was pretty much every other application and game I use more frequently.

Please also note that if you wait enough before killing the process, you'll get the Quit/Repair window that I described in the first thread mentioned above. If this is the case, you are in the very same situation that I described in this thread.

A lot of us began having problems after a Microsoft update (version 1903, I believe). (See more detail in other forum posts made in the last 24 hours.) Mine was installed on the 4th, and after that I couldn't get Illustrator to work. Once I uninstalled the update, Illustrator worked fine.

However.... I don't like uninstalling an OS update, so I hope SOMEONE figures this out soon.

Uninstalling OS updates is definitely not an option, it's on Adobe to fix their stuff.

    That sadly did not help. Deleting the OOBE folder brought the app to a login screen, but it still crashes between long times showing the spinner after a fresh installation.
