Creative Cloud App (Windows) broken, cannot repair nor uninstall

For a few days now, every time I start my system (Windows 10 Pro 1909) the Creative Cloud App pops up a message that it needs to be repaired. After the repair, a defunct CC window pops up displaying only a header line and a spinner. The application can only be terminated via Task Manager.
I tried reinstalling the application, which did not change anything.
I cannot uninstall the app either because I have products installed that depend on it (PS and LR) which I cannot uninstall because, guess what, the CC App is supposed to do that.
So effectively I am now in a situation where I cannot update my applications, cannot uninstall obviously broken software, and every time I start my system it comes up with a nagging dialogue telling me it's broken.
