can someone tell me how to get rid of "C:\Program Files (x86)\Adobe\Adobe Creative Cloud\Utils" without the cleaner or uninstaller since those are unable to delete it, I've tried before and no program has permission.

I'm an admin and i still can't delete it. (It's the only adobe file left on my computer.)

Go to Windows Search bar.

Type Add/Remove.  Launch it in your System Settings.

Failing that, contact Microsoft.

to further @Nancy OShea 's suggestion, you're looking to remove the cc app

if you're unable to remove, open your task manager and close adobe cc processes, and then uninstall.

Please see here how to take ownership to appropriate files and/or folder:

How to Add “Take Ownership” to the Right-Click Menu in Windows Explorer (howtogeek.com)

Change Owner of File, Folder, Drive, or Registry Key in Windows 10 | Tutorials (tenforums.com)

Change Permissions of Objects for Users and Groups in Windows 10 | Tutorials (tenforums.com)

Then try to delete the appropriate folder or run the Adobe Cleaner Tool.

Deinstall all Adobe CC apps and the client. Then run the Adobe Creative Cloud Cleaner Tool and reboot your machine.

Then try again.

Use the Creative Cloud Cleaner tool to solve installation problems (adobe.com)
