As the title says, I can download the file but it won't open. Also, when attempting to open in IE it says that the file could not be found or may have moved.
Any help?

Run Cleaner tool Use the Adobe Creative Cloud Cleaner Tool to solve installation problems
And then install Creative cloud again from Download Adobe Creative Cloud apps | Free Adobe CC trial

Unfortunately when it still says that the .exe couldn't be downloaded. It no longer appears in my download folder. When I hit retry it says that it may have been moved or deleted.

Try using different browser or restart your computer and try again.

I've tried in IE, Firefox and Chrome and all have the same result.

Nope. Still the same problem. Turned off my firewall and virus protection to see if that was the cause, still the same message that it couldn't download the file.
