Creative Cloud Failed when Updating now can't reinstall

The creative Cloud app on my PC tried to do an automatic update and it failed, crashing my computer.  Restarted, and it happened again.  Today I went to open LR Classic CC and it told me that Crative CLoud wasn't installed.  I downloaded a new creative cloud installer and it got stuck at 5%.  After waiting 10 minutes I force quit, used the creative cloud *uninstaller* then tried using the creative cloud installer again.  Same thing.  Sitting at 5%.

Any Ideas what to do to get the cloud app reinstalled?

Try deleting manually CC desktop  by deleting these folders :

1 - Run the Task Manager to quit these processes .

Windows 7 : "Ctrl+Shift+Esc"

Windows 8 and 10 : "Windows+X" to Access the Power User Menu

Quits All Adobe background processes :

Adobe CEF Helper

Adobe Creative Cloud

Adobe IPC Broker

Adobe Genuine Software Integrity Service

CCLibraries

CCXProcess

Creative Cloud

CoreSync

2 Delete these folders :

C:\Program Files (x86)\Common Files\Adobe\OOBE

C:\Program Files (x86)\Common Files\Adobe\SLCache

C:\Progra
