As the title says, the Creative Cloud app keeps failing to update. I first tried troubleshooting it with the guide for this specific error code, but nothing worked. Tried reinstalling the app and even using Adobe's cleaning tool, and nothing worked; the error kept showing up. Also tried repairing Windows 11, and that didn't work either. So I contacted support, and two different agents remotely connected to my PC, and neither of them could fix the issue or figure out what was going on.
As a little test, I decided to use a different PC, this time a laptop with Windows 11 as well and in that one, Creative Cloud needed an update, and it updated without issues. So I decided to go to the about tab in the app on both PCs and put them side by side, and strangely enough, both my main PC (the one with the issue) and the laptop are in the same version of the app and everything else below. (At the time of making this post)
So maybe this could be some sort of bug where it keeps thinking it needs to update when it is already updated?
I posted this issue on Reddit, and so far, two other people are also experiencing this issue.
Whatever is causing this issue, hopefully, Adobe becomes aware of it and fixes it.

A new potential solution has been identified that has allowed some people to resolve this error. Please try the following steps to adjust the Advanced Storage Settings on Windows 11:
Windows + I
or click the Start menu and select Settings.@Abraham_Fernandez7834 , thank you for confirming that adjusting the Advanced Storage Settings for Where new content is stored to the C: drive allowed you to apply the update. I am holding off on marking this response or the workaround as correct since some people are still blocked from the update by Error 191.

I'm getting the same exact issue, just read through this post and basically my issue mimicks that of Abraham_Fernandez7834 above. I've literally tried every step here.
the cloud is allowing me to update my apps and so on, but it's like it isn't updating itself, and when i click the button to update it always gets to around 87/88% (similar to what redwards13 said above) and basically fails. interestingly there is no red lining indicating an error on the system tray menu - . i've added a few snips below to kind of give you an idea of what i mean 1. here it tells me there is an error and to retry (original at the bottom of the screen in the system tray my creation cloud icon had a red lining to also tell me there was an issue)- 2. (look at next pic) when try and update, it always gets to around 88% (i had to catch this for you so you could see), but will fail there. 3. the Icon at bottom of screen (system tray) is now okay ... and updates have gone ahead to my other apps (Premier pro, photoshop etc) 4. but when i come into Creative cloud the icon in the top right hand corner remains there and it's still telling me i need to update (like in pic 4 and 1).

it appears to have created a new temp account by itself so now i have 2

delete both
restart your computer
close the cc desktop app (hamburger menu etc)
start the cc desktop app as administrator
update the cc desktop app

followed the steps, deleted both temp folders, restarted, closed down desktop app, ran as admin, updated, nothing - before you ask; it's created a temp folder again, - and same error in install.log as previously -

av = antivirus
ie, something on your computer is preventing the cc desktop app from running normally. we're trying to find what that is.

i don't have any major AV programme like Norton, or AVG, etc... i use standard Windows security features.

if you meant Anti-Virus? (i use windows security/defender for firewall etc) no specific programmes.

my AV is not preventing the creative cloud from updating, there is no block preventing it. As i have previously mentioned the individual programmes/apps (photoshop etc) update when updates appear.

delete adobeTemp
restart your computer

close windows defender
start the cc desktop app as administrator
update the cc desktop app

the most recent steps included closing windows defender prior to the restart and update of cc app.
that was not suggested before. if you don't follow the steps carefully it gives misleading information.

Hi, i know, i saw the defender part. i just found the instruction bizarre given i kind of feels obvious that it wouldn't be that (if all the apps are actually updating then clearly defender is not preventing anything in the CC). anyway, i followed and same issue occured. I did notice when i went in via administrator the app itself brought up the erorr 191 error loading up the CC homepage, before i even ran the update. I then looked for the temp folder to see if it had created one by itself again, but it hadn't. so i decided to check what the error code was in the install.log -

i then clicked the Update button as requested (kind of knowing pre-hand it was going to fail given it had failed on start up on CC like mentioned)... and then, i checked for a temp file, this time it had created the Adobetemp folder.

I have the exact same problem. I already invested several hours. Cleaned out all Adobe residual folderts. Even with a clean install its always the same failure at 88%. I checked the adobeTemp-Folder. Something is witten in it (different versions like ETR7595.tmp but it's deleted again when the update fails. It's really annoying. I also went through all the before mentioned stuff... It seems maybe something is wrong with the downloaded stuff.

there are different posters with apparently different issues. ie, some of you appear to have insufficient free disk space on your c drive and perhaps some insufficent privileges to write to adobeTemp.
