As the title says, the Creative Cloud app keeps failing to update. I first tried troubleshooting it with the guide for this specific error code, but nothing worked. Tried reinstalling the app and even using Adobe's cleaning tool, and nothing worked; the error kept showing up. Also tried repairing Windows 11, and that didn't work either. So I contacted support, and two different agents remotely connected to my PC, and neither of them could fix the issue or figure out what was going on.
As a little test, I decided to use a different PC, this time a laptop with Windows 11 as well and in that one, Creative Cloud needed an update, and it updated without issues. So I decided to go to the about tab in the app on both PCs and put them side by side, and strangely enough, both my main PC (the one with the issue) and the laptop are in the same version of the app and everything else below. (At the time of making this post)
So maybe this could be some sort of bug where it keeps thinking it needs to update when it is already updated?
I posted this issue on Reddit, and so far, two other people are also experiencing this issue.
Whatever is causing this issue, hopefully, Adobe becomes aware of it and fixes it.
Thank you, @Abraham_Fernandez7834 and everyone, for your patience with this new occurrence of Error 191 while installing the Creative Cloud Desktop application on Windows 11.
A new potential solution has been identified that has allowed some people to resolve this error. Please try the following steps to adjust the Advanced Storage Settings on Windows 11:
Windows + I
or click the Start menu and select Settings.@Abraham_Fernandez7834 , thank you for confirming that adjusting the Advanced Storage Settings for Where new content is stored to the C: drive allowed you to apply the update. I am holding off on marking this response or the workaround as correct since some people are still blocked from the update by Error 191.
I want to thank everyone who continues to be blocked by this stubborn error for your patience while this issue continues to be investigated.

an exact run through to avoid any confusion: (let's say we've followed your steps pre hand - removed adobetemp folder, shut down defender etc etc).
1. when my computer boots up. when the CC loads up i'm greeted with the error 191 code message (see screenshot) - this is before i have even attempted to run the update.
*NOTE: if I was to check the error install.logs at this stage I would get the one like myself and Cinnaba provided to you already (below), additionally, there would still be no adobetemp folder created in the C drive at this stage.
at this stage;
FATAL: Error (Code = 191) executing in command 'AddUWPAppxCommand' for package: 'AdobeNativeClient', version:7.0.2.14 FATAL: Error occurred in install of package (Name: AdobeNativeClient Version: 7.0.2.14). Error code: '191' ERROR: Failed to install UWP Appx package C:\adobeTemp\ETR7595.tmp\1\Appx\AdobeNotificationClient.appx with uwpcode 1 (windows error details code = (-2147024846), error = (Windows can't provision the package AdobeNotificationClient_7.0.2.14_x64__enpm4xejd91yc because it is not installed on a system volume.) 2. if I then go to run the update manually myself (via administrator as requested, though it doesn't matter, i've checked both ways - admin or not admin)... i personally always see a Nvidia thing always flash across the top right hand corner first of the top right hand corner of the screen (see screenshot - not sure if this is linked in anyway), and then the update runs to 88% and it fails as previously advised.
NOTE: NOW, if I checked the folders and install.log failures.. At this stage I will now see error -
FATAL: Error (Code = 191) executing in command 'AddUWPAppxCommand' for package: 'AdobeNativeClient', version:7.0.2.14 FATAL: Error occurred in install of package (Name: AdobeNativeClient Version: 7.0.2.14). I had renamed the adobeTemp folder before and restarted. Although it recreated the folder, still same error.
I had disabled all antivirus and firewall and still same error.

What I am planning to do is to wait for the next CC app update to roll out and see if I am able to update without issues. If that does not work do a clean install of the new version and my guess is that the problem should be gone by then... If not we'll have to keep insisting to Adobe to fix this issue as it is affecting several of us.

The same issue—everything works fine on my desktop, but I get error 191 on the laptop, and I can’t update the apps to the latest version either

I'm having the same problem, but apps keep updating so it's not causing any grief.
Still there is a problem somewhere:
- Hitting Repair has the same result.
- Deleting Creative Cloud app impossible unless also deleting all apps, which I don't want to do.
- Downloading the CC installer and trying to run it also yields no change.
I don't think the problem is in my set.

does the cc desktop app itself update?

I really can't tell. Whenever I open the CC desktop app, the Error 191 thing pops up. I don't think it does.
I tried logging out and logging in with my administrator account, and ran the freshly downloaded installer, which appeared to be successful. When I went back to my normal user account and opened the app, Error 191 still appeared.
BTW, this is Windows 11 Pro in a domain environment.

you can manually usingthe links at the page bottom, https://helpx.adobe.com/download-install/kb/creative-cloud-desktop-app-download.html but you'll need to uninstall all apps, use the uninstaller for the cc desktop app and then use the adobe cleaner:
uninstall every cc app including preferences per https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
then uninstall the cc desktop app, again using the correct uninstaller per https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html#sa_src=web-mes...
clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html
check for, and if available, update your os
if windows is your os, repair all ms visual c++ versions that can be repaired (use google if you don't know how to do this)
if windows is your os update your ms visual c++, if it can be updated (use google if you don't know how to do this)
restart your computer (don't skip this)
reinstall the cc desktop app using the "alternative download links" at the bottom of the page at https://helpx.adobe.com/download-install/kb/creative-cloud-desktop-app-download.html
use the desktop app to install your cc programs/trials>
if that fails, you probably have a corrupt user account. google your os and how to create a new one.
