I tell Creative cloud to use a custom install location ("Adobe 2019" inside of the Applications folder on MacOS) and... it installs directly into the Applications folder. So, uh... what's that preference SUPPOSED to do?
Mrrmrr, the Adobe Creative Cloud desktop application itself is one of the applications which does not support a custom install location.
In general, I would recommend not utilizing custom install locations. You may find that you face unexpected errors, primarily if you use any third-party plug-ins or add-ons in the applications.
If you do wish to have an application installed in a custom spot, then please use the process listed in Uninstall or remove Creative Cloud apps to remove the current in

BTW, Creative Cloud is also seeing SOME of the apps installed in "Adobe 2019", but not all. For Photoshop the button says "Open" while for Bridge it says "Install" even though it's already there alongside Photoshop.

Open means “installed” as “install” means not installed. So there is definitively something wrong on your system. Unfortunately (for you) I’m not a MacOS specialist....

Mrrmrr, I am sorry but not all Adobe applications, included with a Creative Cloud membership, support custom install locations. Is the Adobe 2019 folder on the same partition/drive or is it located on a different drive?
You also mentioned the Bridge was installed but not being seen by the Adobe Creative Cloud desktop application. Please utilize the steps listed in Available updates not listed for Adobe Creative Cloud applications to resolve being unable to launch Bridge from the Creative Cloud desktop app.
If you navigate to Bridge CC are you able to open the application, Mrrmrr?

Thanks, Jeff (and everyone). Yes, it's all on the boot drive. All apps launch and run fine (AFAIK) except for Creative Cloud app.
If you're saying that CC is functioning "normally" but just won't see all of the apps in a custom location, then it doesn't seem like the solutions in that article are going to fix this problem, no? I tried 1-3 without any change. It seems like I'll just have to move them back to default, no? Are there any side-effects (other than the current issue) to moving apps around like this? I haven't seen any so far, aside from the current issue.

You can then reinstall by using the method listed in Learn how to download your Adobe Creative Cloud apps . Please do not move already installed CC applications as that will most certainly affect the ability of the applications to function correctly.

To complement Jeff’s message: Most of the applications unfortunately assume they are installed at the default location and most of the add ins assume the same. If you customize, one or the other will be « pissed off » and quit or throw an error or simply make garbage...
This is something out of the control of Adobe. As Adobe allows for installing the application at a non default place, it makes sure that Adobe programs work as documented. Some third party simply do not think of users installing not default.
