Creative Cloud Installation Failure on Windows 10 Education build 14393.321

Hi. I am trying to install Creative Cloud Desktop app on my PC that's recently clean-upgraded to Windows 10 Education but the installer doesn't finish because it says the installer is unable to create critical file/folder. I even tried downloading the official standalone installer of Photoshop CC 2015.5 (since it's the only thing I need) but it also fails and just gives me the same reason. Even tried restarting my PC but it didn't help. Has anyone encountered this before? Any help will be appreciated. Thanks!

Hello John T Smith​ thanks for trying to help. I just did a reset on my PC. Permission settings might have been fixed and CC desktop app is now successfully installed. Thanks again!

Run as Administrator http://forums.adobe.com/thread/969395 to assign FULL Windows permissions may help... says Encore, but sometimes required for ALL Adobe programs (this is NOT the same as using an Administrator account)

Thanks but I've been doing that too many times but it didn't work. I guess the problem is on my OS already, and I don't know how to fix it.

I once installed the CC desktop app on this same PC but after, like, three days, I opened the app to launch Photoshop but the app itself doesn't start. It says something went wrong and it doesn't have any error code. It only has the instruction to reinstall the product. I tried to launch Photoshop using its own shortcut but it didn't open either.
