uninstall everything cc including lastly the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

restart your computer (don't skip this)

reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud using compatibility mode (https://technet.microsoft.com/en-us/library/bb456979.aspx?f=255&MSPPError=-2147217396)

use the desktop app to install your cc programs/trials

Had the same issue. Just reinstalled the operating system and it worked

I had the same problem, but with 64%. What worked for me is seeing that there's a 32-bit vc_redist installer seemingly stuck installing in task manager and killing that. Then the 64-bit vc_redist installed and the whole installer finished successfully.

There are five (5) processes under the installer's name. Ending the windows host (CMD) worked for me. The installer instantly resumed and Creative Cloud worked fine afterwards.

But Step 1 is to uninstall something that isn't even on the computer yet!
