Creative Cloud installer

Why does the Creative Cloud installer produce different options on two different macs.

instead of INSTALL, we see LAUNCH or TRY (as highighted in BLUE)

why is this screen choice not all the same (that is INSTALL)

Do the 2 Macs have exactly the same operating system version... and what is that version?

the machines both have Mac OS High Sierra

1. Version 10.13.3 (INSTALLER NOT WORKING)

2. Version 10.13.5 (INSTALLER IS WORKING)

Will upgrade 10.13.3 to 10.13.5 and it WILL WORK.
