Creative Cloud needed reinstalling. Then…

First Acrobat kept rolling back after a failed install. I followed Adobe's instructions (off topic) which broke Creative Cloud.

Then I had to re-download and reinstall Creative Cloud which broke all my installed apps.

I had to reinstall all my apps which broke all their settings and plugins.

I will refrain from expressing my feelings about Adobe at the moment, even though I could do so very efficiently by using two very short words.

After doing some digging I found in AppData\Roaming\Adobe\Adobe Illustrator 21 Settings there are now 2 folders: en_US and en_GB (I haven't looked at other apps yet, I just need to get Illustrator fixed first) It seems my correct settings are in en_GB and this latest install has created a folder called en_US

So what's going on? I updated by clicking on a link which was presented when CC broke. There were no options or language settings offered, it just went straight ahead and re-installed.

So why did it replace a GB install with a US install? Why did it completely stuff everything up? How do I fix it?

I managed to figure out how to get all my settings back. They were all in AppData\Roaming\Adobe\ folders. Some like Illustrator & InDesign just added a en_US  folder, because apparently when I reinstalled CC by CC's prompt it just overwrote the existing International English installation with a US installation.

All I needed to do was rename the folders called en_US & change the existing folder name for en_GB to en_US. There was a bit of mucking around in other apps where folders were renamed with (modified) suffix, but the originals were retained.

I'm not sure now if there are any consequences to now having "US" versions installed rather than "UK" or International English, because obviously UK is my preference. And the CC desktop app is set as "International English"

Sorry I realise you're trying to help and I appreciate that. I just thought that the folder names might have pointed to an explanation of what happened and hopefully an easy fix in order to return to my plugins and settings.

      uninstall everything cc including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

      then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html

      clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

      restart your computer (don't skip this)

      reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.

      if you're unable to install the cc desktop app at this stage, use an administrator account (solution 3 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)

      use the desktop app to install your cc programs/trials

      This is a wind-up right? I hope so. I do NOT want to reinstall everything, including all the plugins, and create all my personalised preferences all over again from scratch! I've already wasted hours, that will take many many more. All because of a failed install of Adobe Acrobat and following Adobe's own instructions to fix it! If the whole of CC is this untrustworthy it might be time to simplify my life and start using Affinity. I'm questioning whether  wasting hundreds of dollars worth of my time on an unstable unrecoverable platform which I pay hundreds of dollars per year for the privilege of using is really tenable any more.
