So a couple of days ago I downloaded creative cloud and everything worked fine but then later that day I had to reset my computer to a few days prior and after trying to redownload creative cloud it goes from 1.1% to 4.2% to 100% and then crashes without downloading. I've already reset many times, swapped accounts, temporarily turned off antivirus, and downloaded it many alternative times. I've tried to uninstall it but it's not even downloaded anymore.

if you reset your computer to a time after you installed adobe cc, you're going to need to clean your computer of cc files.
1. clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html
2. then download the cc desktop app installer using the link at the bottom of the page at https://helpx.adobe.com/download-install/kb/creative-cloud-desktop-app-download.html
use the cc desktop app to install your cc programs/trials
