Creative Cloud storage quota

I recently upgraded my Storage plan (I have an individual CC subscription, not part of an enterprise or group) to 1Tb.

The Files page says I've used 18.6Gb. I'm trying to sync a file that's 2.2Mb from my local drive but it won't because it's saying I've reached my quota.

What have I done wrong?

Do you use Lightroom CC or Do you have deleted a lot of files lately?

I do use Lightroom, but I only get the error when I attempt to upload a small InDesign file.
