Creative Cloud stuck updating/installing

Myself and my colleague are dealing with numerous Creative Cloud issues involving it updating and installing. I needed to update the app and it always became stuck at 0 or 1 percent regardless of how many times I restarted my computer. I reached out to customer service on Twitter where they told me to uninstall CC and told me about the uninstall app that allowed me to do it without uninstalling all of my Adobe apps.

I did that and it worked. I then downloaded the Creative Cloud set up app and ran that. The installation gets hung up at 2% and goes nowhere. Again, this happens no matter how many restarts occur.

I did further reading and learned about the "Creative Cloud Cleaner Tool", which as far as I can tell fixes the problems the uninstaller tool misses. Not sure why we need two apps like this, but whatever. I went to try and use this new app but after I downloaded it I get the message that "This app can't run on your PC" and to check with the publisher for one that can.

I get the feeling I'm being led around a wild goose chase with this problem and I'm incredibly frustrated from Adobe's own instructions.

I'm on a Window's system. If anyone has any advice on how to fix this I would be ecstatic to hear it. Thank you.

hanging at 2% indicates a connection problem.  confirm that you can connect to the secure adobe servers.
