Creative Cloud won't open

I've tried all the methods I could find online and through the LR blogs but, after several hours, have been unsuccessful. Here are the steps I've taken:

1. Adobe Creative Cloud takes a long time to load and is ultimately unsuccessful. Then a message pops up saying something is wrong and needs to be repaired.

2. The repair apparently downloads and installs a new Creative Cloud. But the new program still doesn't work.

3. I download the Creative Cloud uninstall program from Adobe and run it. When it's done, a message comes up saying Creative Cloud had been uninstalled with errors.

4. I reinstall Creative Cloud, but end up with the same results.

5. I try to update directly from Lightroom Classic, but an error message appears saying I need a new app to open the auphd link. I have no clue.

6. I deleted contents of the OOBE folder. Rebooted. No luck.

7. I ran the Creative Cloud Cleaner Tool. I was unable to locate the log file to see what it had done, but it doesn't really matter. Creative Cloud is still on my desktop and hard drive.

8. I tried repairing Creative Cloud again, but a notice appears saying "Repair is failing due ot some error" and that I should download a new copy of it.

9. Creative Cloud Installer asks if it's okay to change my computer. I answer Yes. Then nothing happens.

Suggestions?

KevinH75516836, what operating system are you using your Creative Cloud membership on?  The current errors you are experiencing seem to be preventing you from completing the update process.  Please implement the solutions listed in https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html to resolve the current error.  If you are on macOS also verify that you are renaming the correct OOBE folder.

I'm using Windows 10, which is freshly updated.

I edited my original post to include a Step 9. I'm unable to reinstall Creative Cloud.

I'd be happy if I could just install LR Classic updates from that program, but, as you can see from Step 5, that's not an option.
