Hi. I have Adobe CC with Ps and Lr. My question is... if I buy a new computer and install Adobe CC will my preferences, operations and preserts from Ps and Lr open the same or will I have to create again?

you'll need to redo those or copy and move from your original computer.

just install your cc desktop app on the new computer, use it to install your apps and move the data you want to the new computer.
