Creative Suite 4 - Licensing has stopped working

I was using Adobe Acrobat 9 Pro today, and I received an error to restart my PC, and open another program.  When I tried to open Photoshop, I received an error message:  "Licensing for this product has stopped working.  This product has encountered a problem which requires that you restart your computer before it can be launched.  If you continue to see this message after restarting your computer, please contact either your IT administrator or Adobe Technical Support for help, and mention the error code shown at the bottom of this screen.  Error  148:3 "

What is wrong, and how can I rectify this?  Has anyone heard of this problem recently?

Note:

Backup installations made via Time Capsules/machine or backup utility programs will always cause activation issues. it is strongly recommended to perform fresh installation to avoid issues related to activation or even application launch.

Whenever you install particular application , appropriate license files will be created accordingly which is necessary to manage activation process of application. If you backup old licenses , obviously it will affect activation status, mainly due to mismatch in date settings .

I just had the same problem after buying a new 27" iMac with El Capitan and using my TimeCapsule to set everything up.  After trying a few other things, I found that I didn't have to uninstall CS3 or CS4.  I just uninstalled PhotoShop from CS4 and used my discs to install PhotoShop again.  Once I did this procedure, I tried launching CS3 and it wanted a Reactivation.  Once that was done, seconds really, I now had CS3 back and I can once again scan from my Epson scanner straight into it.  Let the bells ring and the banners fly!

I have had this problem - error code 148:3 over and over. I've tried fixing it at great length with Adobe Support chat - seems like that doesn't exist any longer (?)
I was given this link to get it up and running again.

It made it work for a while, but then the problem keeps recurring.
