CS4 - Deactivate - unable to connect

I have Adobe CS4 Production Premium installed on my computer (Windows) on my c drive. I want to move the application to another internal drive and thus I tried to deactivate the application to reinstall everything.

 

While deactivating I get the error: unable to connect. I tried everything on this site https://helpx.adobe.com/x-productkb/policy-pricing/activation-network-issues.html

 

What can I do now? The Software is installed on my PC and on my Laptop. Can i just deinstall and reinstall without deactivating? Or can you help my deactivate? It is linked to this account

I would be very concerned for the NEW install. If the OLD install can't deactivate, there is little chance the new one could activate.
