today i got a notification thru the adobe creative cloud that there was a
new update. the new update was under photoshop cc 2017 but when i clicked
on what's new - the update claimed it was an update for photoshop cc 2018.
i accepted the update - but indeed the update was for photoshop cc 2017.
so what gives - why an update for 2017? esp because it was described as an
update for 2018?

Judy a number of updates have been made available recently. If you no longer wish to update Photoshop CC 2017 then I would recommend uninstalling it from the computer. For information on how to remove Photoshop CC see Uninstall or remove Creative Cloud apps .

no problem. but it shouldn't be labeled as an update to photoshop cc 2018
- that was truly misleading and should be changed. or did i read it
incorrectly?

Judy, I am unsure what specific update you applied. If you see the behavior again please capture a screenshot and post it to this public forum discussion. Information on how to post a screenshot can be found at FAQ: How do I capture and post a screen shot or video? .

all you have to do is go to adobe creative cloud home and you will see the
update offered under photoshop cc 2017. then click on what's new and it
will describe an update to photoshop cc 2018. can't screen shot it because
the home menu is changed since i downloaded the update. now it says that
cc 2017 was updated 22 hours ago.

No, Judy, an update was released to address issues with Photoshop version 18.1.1. The current updated version of Photoshop CC 2017 is 18.1.2. As discussed if you no longer wish to receive these updates then please remove the current installation of Photoshop CC 2017.
We may still provide occasional updates for the previous versions of Photoshop depending on the severity of the issue/error being addressed.
