I bought a new desktop to replace the one that will not turn on. I want to activate photoshop on the new computer, but when I try to deactivate the program in my account, it shows no activated computers (even though I currently use in on my laptop)

You need to ask program questions in the forum for the program you are using
To ask in the forum for your program please start at https://community.adobe.com/

What version of Photoshop?

If CS6 and earlier you must deactivate on the computer where it is installed

beware: deactivating on your old computer stands a significant risk of failing to allow a new install to be activated while succeeding in deactivating on your old computer so it's no longer usable there.  ie, the worst outcome is likely.

but if you do want to take that risk, minimize it:  you should update your default browser and your os before deactivating on your old computer.
