Why are there no direct download links for updates to Adobe Photoshop CC 2017?
The link to download the full package is here: Download Creative Cloud apps
The current update is 2017.1.0 but I can't find the offline installer. I don't want to update through the cloud or download manager. If Adobe provides a link for an offline installer to the full software, why not provide a link for any updates post-install?
I found some links to previous versions but not 2017.

these are the currently available programs from adobe. in the future, more may be available for direct download

Download and installation help for Prodesigntools links are listed on most linked pages. They are critical; especially steps 1, 2 and 3. If you click a link that does not have those steps listed, open a second window using the Lightroom 3 link to see those 'Important Instructions'.

Hi Jeff,
Are these direct downloads (CC 2018 release) the latest versions of the CC 2018 apps? I don't want to go to the trouble of downloading them all to find out they're all X.0.0.

They are actually the initial CC 2018.0 versions from last October. Adobe provided these original downloadable installers, but has not published any standalone updates since.
But the original topic of this question is, "Direct download links for updates to Adobe CC 2017" – so in this sense, CC 2018.0 is still an update to CC 2017.
In any event, we are all hoping that direct download links for the newer CC 2019 release (which came out last week) will be made available soon by the company.

the latest direct downloads are (supposed) to always be here, Download Creative Cloud apps
over the past year or so adobe's done pretty well at keeping those updated but there's usually a delay between a version release and the direct download being linked, and not all programs are available by direct download (no matter how long you wait).

These are all a bit misleading really. In the past you could direct download the entire offline installer. This had the advantage that if you had a problem with a program or just a glitch, you could just use the installer to re-install. All the direct downloads do now is install creative cloud which is just adobe's download manager really. You then have to connect to the internet again for it to begin really downloading the program and installing. It then deletes the installer after install, meaning you have to wait around again to download the program again if you have a problem. Secondly if you're someone like me who keeps their main work computer offline for protection and uses a second PC for internet, its useless as you can only install on the pc connected to the internet. This is why I haven't ever upgraded.
Give us back the full offline program installer.

i don't know what an offline link could be, but some cc programs are available by direct download. they're given above.

This isn't correct, and not sure where you ever got that impression. Adobe's direct links do download the complete standalone installers, and do not delete themselves afterwards... Kglad gave some links above; in addition there is now also the CC 2018 release.
These are all self-contained, full offline program installers that you can copy or save as backup/rollback, or deploy on other computers, or use where Internet connections are slow or often disconnected/unreliable, etc. – just as you say.
