Does anyone know how to fix 'Error at loading ippCV library'?

I installed Windows10 to get the latest Photoshop update and I ended up deleting the old version of Photoshop... Now I can't open the new version because it says it's linked to the old one.

The error means that your computer does not meet the hardware requirements to run this version of Photoshop. See the following discussion for details

In order to revert to the older version see the following article

I have uninstalled the 2021 version 22.1, then installed the version 22.01 but got same error message.  Then, I uninstalled that version so now I have Version 22.0, but that will not run and I get the same error message.

As Manan wrote this message occur if your PC doesn't match the system requirements for Photoshop CC 2021 (version 22.x).

You have to go back to Photoshop CC 2020.
