On my computer I have 2 Photoshop and 2 InDesign- the 2018 version and the 2019 version

Do I need both? What will happen if I delete the 2018 version?

Hi

If you're happy with CC2019 then you can un-install CC2018 using the Creative Cloud desktop app, some people like to keep an older version installed in case they have issues with the newer version

    Shouldn't do but that's something I can't guarantee on your system, I just have CC2019 installed and didn't have any issues un-installing CC2018
