Download Error - Administrator privileges are required to install when viewing the apps tab

This has been happening for the past couple days and I can't figure out why. Whenever I go to the "Apps" tab in Creative Cloud it gives me this page http://prntscr.com/fjww94

Any help would be appreciated

It just fixed itself after a couple days. If anybody else is having this problem and it doesn't fix itself I'd recommend just contacting support as mentioned above

I just followed all the steps in that guide and it's still giving me the error. Restarted my PC, cleared temp files and tried it again and same thing.

uninstall everything cc including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

restart your computer (don't skip this)

reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.

if you're unable to install the cc desktop app at this stage, use an administrator account (solution 3 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)

use the desktop app to install your cc programs/trials

I can't uninstall illustrator, photoshop, premiere or after effects because the apps tab won't display anything. I tried going through Programs and Features to do it via windows instead but I can only get Lightroom through there since the others just open cc and want me to do it with that instead.

I can't uninstall the Adobe apps if I can't get to the Apps panel to do so unless it'll let me do it through Programs and Features after I've uninstalled Creative Cloud. Is it necessary to uninstall the Adobe programs before CC? I feel like the CC uninstaller would take care of that on its own

if you have windows, use the control panel to uninstall.  otherwise, using a browser that allows popups and cookies,  contact adobe support during pst business hours by clicking here and, when available, click 'still need help', http://helpx.adobe.com/x-productkb/global/service-ccm.html

I figured it out and followed all the steps in your original post and it still didn't fix anything. Reinstalling CC lets me use the app for that session but as soon as I restart my PC it's broken again and I have to reinstall again to use it. WTF is going on?

look for something (eg, av or cleaner) that could be removing needed files with each shutdown or start.

CC is already pardoned in Windows firewall and it has the same error when I restart with my antivirus disabled
