Hello,
in Adobe Cloud App, I can only download PhotoShop v24 (newest) and v23.
But I need v 22 and 21. Where can I download it?

you need to contact adobe support for those links. use a browser that allows popups and cookies and contact adobe support by clicking here, https://helpx.adobe.com/contact.html?rghtup=autoOpen
in the chat field (lower right), type AGENT
be patient, it can take quite a while to reach a human

p.p.p.s. if you're contacted by anyone (via email or private message), it's much more likely to be a scammer than an adobe representative. ie, double check for an employee badge if contacted in the forums and look for an adobe.com domain in the email address if you click reply to an email. then check again and be very suspicious. any other method of contacting (or offering to contact you) is almost certainly a scam, https://community.adobe.com/t5/using-the-community-discussions/staying-safe-in-the-adobe-support-com...

They said they can only priovide the current version (v24) and the previous 2 major versions (v23 and v22)

Adobe's "official" policy is N-1, meaning they say they will only provide the current release and one major version back.
However, as you (and we) have seen, they've been providing N-2 (and even further back) for paying customers who have older computers and operating systems, particularly on Mac.
It's possible they've stopped providing the CC 2020 installers. But that could be a problem for people running macOS version 10.13 (High Sierra), for example.
If at first you don't succeed, I always suggest that customers try contacting Adobe a few times with different agents (several times), because historically sometimes the solution doesn't always come on the first try, and different reps have varying levels of knowledge and experience.

i've never heard them refuse a subscriber until this week when the most recent updates were released.
is there a possibility you will get the cc 2020 links for prodesigntools.com?

Well, never say never, though it's unlikely at this point. But hopefully Adobe will continue to help customers out who need them.
