We have the serial number for Photoshop 9 but the user no longer has the software. Where can we download the file?

Do you mean Photoshop CS2 (version 9) or Photoshop Elements 9?

It appears she originally had Photoshop CS2 however the CDs were stolen. They gave her a serial number of <serial number removed> which she said was for just the Photoshop Elements 9 piece of it. She is desperate to get this software back on her computer now that her computer has been repaired.

Seems to be some confusion over exactly which product you own. Can you confirm Photoshop Elements 9 or Photoshop version 9 (CS2)?
Photoshop Elements 9 is a standalone Adobe product. It's the cutdown, smaller version of its big brother Photoshop. It is not a piece of anything else - unless you're referring to the Photoshop Elements/Premiere Elements bundle which are often sold together.
Photoshop Elements 9 comes with its own serial number. The trial version can be downloaded from:

If that's the correct software, make sure you follow the Very Important Instructions on that page first BEFORE you click the download links.
Photoshop CS2 is very old software from 2005. Its activation requirements were decommissioned by Adobe in Dec 2012. Refer this link for more info on how to download it. It also comes with a brand new serial number. Read the link for more info.

I am limited to what information I can get from her old hard drive. Only small portions can be read. I can get to one folder which shows the following folders in it: Adobe help, Adobe Premiere Elements 9, Adobe Utilities – CS5, elements 9 organizer, Photoshop Elements 9, PhotoshopdotcomInspirationBrowser. Does this mean she actually had CS5? Is Adobe Premiere elements 9 a part of CS5?
