download photoshop on 2nd mac

when i sign in to my adobe account and try to download photoshop on a 2nd computer, it only gives me the option to "buy" and i'm told I can download on 2 computers

I'm running CC on two Macbook Pros. No problems activating.

I assume you have the Creative Cloud Desktop app where you can sign in and download your apps.

You can also visit your account at adobe.com, sign in and under manage your Creative Cloud plan, you should see the list of devices you are signed into. If there are already two, sign out of one to free up the slot.

I've found that when you select the option to buy, it brings up the screen to sign in. It is confusing.

you need to start by installing the Creative Cloud app on your computer. It handles all the other downloads and installs.
