Elements 10 download button does nada

I have Windows Vista and I'm trying to download the upgrade to Elements 10 but it does nothing when I click on the download button. 

I have disabled the security, firewall, pop up browser, I have IE 9...

I don't know what else to do.

It looks like you are having problems with the download manager. When you click download, the download manager is installed first and then your installation begins.
