Elements 11 Setup Error 1303

Cannot install Photoshop Elements 11 and I get an error message during the setup saying "The installer has insufficient privileges to access the directory: C:\Programs Files(86)Adobe/Photoshop Elements 11." I followed the troubleshooting steps to install as an administrator and still get the same error.

    An idea that MAY work to install and/or run old programs in Windows 10... works for some, not for others

    -or Run as Administrator http://forums.adobe.com/thread/969395 to assign FULL permissions may help... says Encore, but sometimes required for ALL Adobe programs (this is NOT the same as using an Administrator account)

    Thank you but it does not have the steps for Windows 10 users so this didn't work for me.
