Elements 2019 Installer won't complete

Hi Community, I have had to completely reinstall my Windows 11 Dell XPS 15 (9510) Laptop. So I lost everything. I have successfully reinstalled every except for Elements 2019 (Version 17) The installer starts with a blue rotating circle but then the screen goes blank (white) and just sits there.  I'm using Windows 11 with all latest updates.  Attached is an image of what I see when the installer briefly runs and then appears stalled. There is nothing below when using the right hand arrow. It is all blank.

I have tried everything I can find to fix this but it contains to fail the installation.

 

I have tried the following:

Use a different browser to download the intaller

Run Install as Administrator

Disable Norton Antivirus and Firewall

Add the installer.exe to Norton as an App Exclusion

Installed Creative Cloud

 

Can someone please help with this, I intended to upgrade but need to restore from the Elements 2019 Backup firstly to be sure all is restored okay.

install using compatibility mode.

Thank you for trying to help. I tried this but it didn't help. I used
Windows 8 compatibility mode, I didn't see Windows 10, did you have a
specific mode in mind? Bearing in mind i have Windows 11?

Elements 2019 was built for much older operating systems (Win7 with SP1, Win8/8.1 and earliest versions of Win10). 

Windows 11 is a whole different beast.

 

Photoshop Elements or Premiere Elements 2025 are compatible with Win11. And it comes a 3-year license & full support from Adobe.

Thank you all, I have now upgraded to PSE 2025. A whole new set of issues, but happy days.

p.s. i don't think the adobe website, and forums in particular, are easy to navigate, so don't spend a lot of time searching that forum list. do your best and we'll move the post (like this one has already been moved) if it helps you get responses.
