I want to buy adobe Photoshop but,
When i try to load the apps in the cloud i get the error 12175.
why can't i connect to the servers?
Restart the computer and run CC Uninstaller again.

Personal Internet connection or Public/ Office managed network connection??
Wifi / Wireless broadband or Wired Ethernet connection ?
Did you tried downloading by disabling Firewall temporarily ?

Did you ran Site Access test?
For test confirmation , download one of the CC 2015 version of CC apps and then install it manually and check :
Adobe CC 2015 Direct Download Links: Creative Cloud 2015 Release | ProDesignTools
Regarding Error , we will need to check with Download Error log .
Also Only if possible , On the same computer try with different Service Provide Internet connection .

Make sure there are no Adobe entries with loop back address 127.0.01 in Hosts file.
Follow steps provided in below link and check :
