How do i fix this error? Anti virus real time scanning and firewall protection are already off but does not help.

Error 1406.Could not write value NoExplorer to key \SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\Browser Helper Objects\{18DF081C-E8AD-4283-A596-FA578C2EBDC3}.
