Hi,
Many of us have been hit by this problem after a CC update :
Configuration Error
Please uninstall and reinstall the product.
If this problem still occurs, please contact Adobe technical support for help, and mention the error code shown at the bottom of this screen.
Error: 16
Of course, reinstalling doesn't help and the multiple "fixes" asking you to change a lot of permission settings for some Adobe folders don't help either. The only "fix" that works, is to run PS as an administrator. However, you may not want to do that. I decided to track down the problem more deeply and I eventually could clearly spot the origin of the failure. Each time this problem occurs, I can see the following event appear in the Event Viewer:
The application-specific permission settings do not grant Local Activation permission for the COM Server application with CLSID
{A1F4E726-8CF1-11D1-BF92-0060081ED811}
and APPID
{A1F4E726-8CF1-11D1-BF92-0060081ED811}
to the user Photo\<User> SID (S-1-5-21-3830724593-899982153-72885144-1000) from address LocalHost (Using LRPC) running in the application container Unavailable SID (Unavailable). This security permission can be modified using the Component Services administrative tool.
Upon startup, PS obviously tries to activate the WIA Device Manager (why ?) and this fails and crashes the application unless you have launched PS as an administrator.
Using Component Services I have given all possible launch and activation permissions for the WIA component to the user trying to launch PS (an administrator, by the way) but this didn't help. So I'm stuck for the moment.
If anyone has more ideas...
