Error 16 - Adobe PCD folder missing

I have Windows 8.1 and try to use Adobe Photoshop and Lightroom. I, like many others, have this error 16. I reinstalled everything twice and still get this error. Now, there is a guide​ which you can follow to fix this problem. The problem is that I can't find the folder "Adobe PCD", like many others. Yes, I made hidden files and operating system files visible and tried to find it in

C:\Users\userprofile\AppData\Roaming\Adobe\

and

C:\Program Files (x86)\Common Files\Adobe

as requested here: Can't Find SLStore Or Adobe PCD to fix error 16

I couldn't find the answer in any thread, it seems that no one knows the answer, which I find quite shitty because this is the first time I pay for such a program and it doesn't fkn work. I mean, the crack version works better than this program I paid for! Why did Adobe even create Adobe CC in the first place?! So useless. ...it's just so frustrating, sorry for the language.

Can anyone help me?

Hey there!

Close all Adobe Applications, go to the Creative Cloud app and logout from the app, close the app.

Right click Creative Cloud app, "Run as Administrator" then login on Creative Cloud app, issue should be sloved with that.
