Error 16 Photoshop CC Windows 10

Help...I have tried to open Photoshop on my PC and it is refusing to open giving an error message 16.  I have followed the instructions and removed all CC programs etc, then cleaned using the AdobeCreativeCloudCleanerTool, then re-installed which didn't work so I then researched and found info regarding changing the permissions but some of the files it tells you to change do not exist.  Any help would be appreciated.

It won't work at my Windows 10.

When I try to open as a user I still get Error 16.

When I try to open as an administrator I get Error 1.

Do you have any patch for this? I can't work without this app.
