Error 16 when launching adobe photoshop elements 10

I purchased this product and downloaded it. The setup and installation went fine. However when launching the application I get error 16.

I followed the instructions 3 times doing shutdown after installation. Problem still there. Please let me know if there is an answer to this.

    wath must I do ?

    plike666 I would recommend running the Adobe Support Advisor as well to help determine if you are experiencing the same difficulties.

    Do you receive any errors when installing?  I would recommend using the Adobe Support Advisor to analyze your installation logs.

    I have no errors when installing. I will look at the Support Advisor.

    Ok thanks. It was the cache.db which was locked out. All OK
