Error 1935 when installing Premiere Elements 11. Help!

I get to the very end of the installation, and then it stalls and then I get an error message that says, "Error 1935. An error occurred during the installation of assembly component {CE3230AC-E72E-3EDF-8A57-87FCEICF2629}. HRESULT: 0x800736FD"

Then it says that it's rolling back the action and says it's updating the component registration, but then it just stalls out and doesn't do anything.

Help! I've been through this multiple times, and I'm incredibly frustrated.

Although not directly related to your issue, have you tried the steps outlined here?

I was able to uninstall the .net framework, but my computer won't let me delete the key. I tried to download and install a new .net framework, but it won't install. So I'm basically screwed, and now my laptop has no .net framework on it. I'm cursing the day I ever bought Premiere Elements because I feel like everything I do to try to fix the problem so it will install just messes up my computer even more.

I've checked microsoft for any windows updates, restarted everything. I don't know what to do now.
