Did you tried running Creative Cloud setup as Administrator?

Follow below steps :

Step 1 :

Disable AntiVirus and Firewall temporarily.

Step 2 :

Move Creative Cloud setup.exe file from Downloads folder to C: drive.

Right click on Creative Cloud setup.exe and select " Run as Administrator"  option .

Still same ?? let me know the version of Windows OS.

Es probable en el caso de Windows que el problema corresponda del mismo modo a la falta de una actualización, por lo tanto sugiero que en el caso de Windows 8-10 se apliquen las opciones de compatibilidad que el SO ofrece, y para el caso de Windows 7, aplicar las actualizaciones.
