error code 16 adobe dc

I have a user with a creative cloud all apps license.  When we launches adobe dc it gives an error code of 16 and then closes.  I've uninstalled and reinstalled the app a couple times.  When looking at it in creative cloud client it thinks its in trail mode.

I'm moving Acrobat DC Pro to a new machine, old one uninstalled.  Same problem as above.  When applying change to inheriting permissions in SLS Store Advanced dialog, got error msg that I had not enumerated objects in folder, so access was denied.
