I am still getting an error code 16 after closely following the instructions at this link:
Configuration error in Adobe Creative Cloud
I rebooted after updating the permissions and I am logged in with the Administrator account on Windows 10, 64 bit. The application installs without any errors, but will not launch, and I get the error 16 code.
I would like to figure this out without having to continually pull the application install files from the cloud, as its downloading 1.1 GB of data each time when I try to install Photoshop.

thanks. I realized that if I set the applications to run always as administrator, they work, so I just set that as the option under compatibility options for the executables.
