Error code 207 "The server is not responding..." while downloading creative cloud app.

I've tried several times over the last few days to download the creative cloud desktop app. It gets to about 10% every time and then I get Error Code 207 "We've encountered the following issues: The server is not responding currently. Please try again after some time."  I also turned off my firewall and tried again but that didn't work either. I'm using Windows 7.
