Error installing Photoshop Elements 2018 on WIN 10 (title edited)

I just purchased a 'non-refundable' version of Adobe Elements 2018 for the PC through ThinkEDU on 12/6/2017. I have used Adobe products since Photoshop 1.0 for the MAC—a long time and this product does not install on Windows 10. I would purchase the version advertised on the Adobe website, but who know that it would install.

Adobe advertises support for all its products, but in fact DOES NOT provide any support through its forum, 800 number, online chat for purchasers of Photoshop Elements 2018. That information should be provided on every sales image and advertisement of this product.

I can't even ask  question on this forum. I have to piggy-back off another unanswered question for the same product.

    Your computer is not compatible with this product because it needs a 64-bit operating system to run on, and your computer has Win 10 32-bit.

    The last two versions of Elements product only support 64-bit operating systems.

    You'll need to contact the re-seller to return the product. Please see: Return, cancel, or exchange an Adobe order.

    Notified the reseller about the error. Have had to put the purchase into dispute to get a refund from the reseller.

    Sorry that you are having trouble installing Photoshop Elements 2018 on your Windows 10 machine.

    Kindly let us know the exact error code/message that shows up when you try to install the product.

    Also confirm if you have downloaded the setup from the following link: Download Photoshop Elements | 2018, 15, and 14.

    Purchase 12/6/2017

    Error message:

    Installation failed.

    Your installation encountered errors.

    This product can only be installed on a 64-bit system.  If the problem persists, please contact Customer Support for further assistance.

    Customer support—there is none. I was told by Adobe, the downloadable product is not supported by them.

    Running:

    Windows 10 Pro, version 1703. OS Build 15063.786

    Intel i3CPU  M330@2.13 GHz, 4GB Ram, 32-bit OS x64 based processor

    Was told by the reseller, ThinkEDU, there was a 32-bit option. No 32-bit option was included, only a two part installation for 64 bit.

    Everything runs on this machine, except Adobe Elements 18. Use Elements it only to take screen shots of Quickbooks and UPS Worldship invoices for clients. Was using Elements 7 until the last Microsoft upgrade rendered it useless.
