Error message "Please connect to internet" when deactivating Photoshop CS5

I want to deactivate my copy of Photoshop CS5 so I can activate it on my new computer.  However, I keep receiving the error message "Please connect to the internet" when I try to deactivate.  My internet connection is functioning perfectly well; I can access various websites without a problem.  I've tried on two different wifi networks, as well as an ethernet connection, and been given the same error each time.  I'm running Windows 7 on a Dell laptop; all of the internet networks have been supplied by Comcast.  Has anyone else seen this issue and have a solution?
